Our Mission
CivicBound was created to address the unique challenges facing Local Agency Formation Commissions. We understand the complexity of managing boundary changes, annexations, and municipal service reviews while maintaining strict compliance with the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.
Why CivicBound?
LAFCO staff juggle multiple complex applications, each with its own deadlines, requirements, and stakeholders, in addition to special projects, MSR/SOI reports, and preparing for Commission meetings. Traditional tools like spreadsheets and general-purpose project management software weren't built for this specialized work. CivicBound was designed from the ground up specifically for LAFCO operations.

Amanda Ross
Co-Founder
Amanda Ross brings 10+ years as a LAFCO consultant and founder of South Fork Consulting, with deep expertise in municipal service reviews, sphere of influence updates, and the intricate compliance requirements of the CKH Act. Having served multiple LAFCOs in executive and advisory roles, she understands the LAFCO operational and statutory challenges and designed CivicBound to be intuitive and supportive of all LAFCO staff. When not working on CivicBound or South Fork Consulting, Amanda can be found spending time with her girls, biking along the American River bike trail, and painting.

Ryder Ross
Co-Founder
Ryder brings 25+ years of experience building software for clients including Fortune 500 companies. With deep expertise in software development and understanding of the unique challenges facing LAFCOs, he designed CivicBound to streamline complex regulatory processes while maintaining the highest standards for security and reliability. Ryder's been rocking the handle bar mustache off and on for the last 15 years. When he's not coding, he loves to play with his daughters, whitewater raft with buddies, and drink entirely too much coffee.

Marketing & Communications Manager
Cassidy has 15+ years of professional experience in marketing and communications for start-up companies, nonprofits, and big brands like Nike and Salesforce. A graduate of the University of Kentucky School of Journalism, Cassidy is passionate about telling authentic brand stories and writing content that humanizes the people behind the company. She's a proud Kentucky Wildcat (go big blue!), as basketball junkie, a proponent of wearing sneakers with any outfit (even her wedding dress), and she loved the em dash before AI ever did. But most importantly, she's Zuri's mom.
