Use Cases

• 5-Year Compliance Tracking: View reports showing when each agency in your jurisdiction was last reviewed and whether agencies have been reviewed within the past five years. The system tracks MSR completion dates and calculates compliance status, helping you identify which agencies need to be included in upcoming review cycles.

• Comprehensive Agency Review Process: Create a new Municipal Service Review covering a single agency or group of related agencies (e.g., all fire districts, all water agencies). Track document collection and organize supporting materials. Each MSR maintains its own document repository and task list throughout the multi-month review process.

• Concurrent SOI Updates: When conducting an MSR, simultaneously process sphere of influence amendments for the reviewed agencies. The system links the SOI proposal to its foundational MSR. Process sphere changes alongside the service review.

• Application-Triggered SOI Changes: When processing an annexation or boundary change application that affects an agency's sphere of influence, create an SOI amendment proposal linked to both the application and the agency's most recent MSR. Track the amendment through the same workflow as other SOI changes.

• Standalone Sphere Updates: Process sphere of influence amendments initiated by agencies or LAFCO between regular MSR cycles. Link the SOI proposal to the foundational MSR that legally supports the amendment, and track the proposal through its complete workflow with all five required SOI determinations (Gov Code 56425).
