Overview

CivicBound's notice generation system eliminates the time spent manually typing hearing notices, certificates, and public notices by automatically populating templates with application data you've already entered. Each notice template is fully customizable for your LAFCO. Generate Certificates of Filing, Notices of Public Hearing, 300-foot landowner notices, Certificates of Completion, and more—all with legal descriptions, maps, and applicant information pulled directly from the application record. The system tracks publication deadlines and validates that notices meet statutory requirements. Export notices in multiple formats for newspaper publication, mailing to property owners, or posting on your website.

Use Cases

• Certificate of Filing Generation: After completing the 30-day completeness review, generate a Certificate of Filing with one click. The certificate automatically includes the application name, LAFCO tracking number, date deemed complete, legal description, and affected agencies. The system reminds staff of the approaching deadline and tracks when the certificate was issued.

• Public Hearing Notice: When scheduling a commission hearing, generate the official Notice of Public Hearing that complies with all CKH Act requirements. The notice includes the hearing date, location, proposal description, territory affected, and required legal text. The system calculates the publication deadline (21 days before hearing) and tracks submission to newspapers.

• Certificate of Completion: After commission approval and completion of protest proceedings, generate the Certificate of Completion for filing with the County Recorder. The certificate includes the resolution number, effective date, final boundary description, and conditions of approval—everything required to finalize the boundary change legally.
